VT1211 Scanning

The VIA VT1211 sensor chip also used for example on the EPIA-M10000 has a possible device ID that is similair to the Winbond 83697HF, to avoid a wrong detection the scanning for the VT1211 can only be enabled via a switch in the ini file (or via the installer) and disabled only via the ini file

Edit the MBM 5.ini file and find the [ADVANCED] section, add/change the line VT1211 Scanning=1
